He writes, “In strict adherence to the provisions of Section 305, Subsection 2 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, I hereby forward, for the consideration of the Senate, copies of the official Gazette of the State of Emergency Proclamation 2025.” This formal communication underscores the gravity of the situation and sets the stage for the Senate's evaluation and decision-making.

President Tinubu further explains, “The main features of the proclamation are as follows:” He outlines the key aspects, stating, “A declaration of a State of Emergency in one State of the Federation, specifically Rivers State. Additionally, the Governor, his Deputy, and all members of the State House of Assembly have been suspended from their roles. Furthermore, Vice-Admiral Iboete Iba has been appointed as the Administrator, tasked with overseeing the State while adhering to any instructions or regulations that may be issued by me from time to time.” This appointment highlights the necessity for effective leadership during this period of emergency.

He adds, “While I look forward to the expeditious consideration of the Senate, please accept, Distinguished Senate President, the assurances of my highest consideration.” This statement reflects Tinubu's respect for the Senate's role in this crucial decision-making process.

    Senate's Immediate Response

    Upon the reading of the letter, Senate President Godswill Akpabio remarked, “This letter is committed to the Committee of the entire Senate for immediate passage.” This swift response indicates the Senate's readiness to address the matter with urgency and diligence.

    However, moments later, Senator Seriake Dickson (PDP, Bayelsa West) raised a Point of Order 133, advocating for a closed-door session to deliberate on the proclamation letter.
